FIRST KHANDHAKA(THE FORMATION OF THE ORDER OF BHIKKHUS)

Chapter-58 : Not to Ban Novices Without Consent of their Instructors .

At that time the Chabbaggiya Bhikkhus laid a ban upon novices without the consent of the upajjhayas (of those novices). The upajjhayas searched after them, thinking: 'How is it that our novices have disappeared?' The Bhikkhus said: 'The Chabbaggiya Bhikkhus, friends, have laid a ban upon them.' The upajjhayas were annoyed, &c.: 'How can the Chabbaggiya Bhikkhus lay a ban upon our novices without having obtained our consent?'

They told this thing to the Lord Buddha.

'Let no one, O Bhikkh us, lay a ban (upon novices) without consent of the upajjhayas. He who does, commits a dukkata offence.'
